Clean water is a need for rich and poor alike. The United Nations agree with this to the point that they declare access to clean water to be a basic human right. However, it has become difficult for governments to provide clean water for their citizens. Is it time for public works to entice private investment?

As the scarcity of water increases, it has become more expense to find it, process it, and provide it to citizens. Having a private company help fund it can keep taxes and costs down.
